I have the same FW problem and here is how i install the modules:
1. make sure you get the mods from:
http://www.activestate.com/PPMPackages/zips/6xx-builds-only/
2. Download the zip file and unpack it into a temp dir, say c:\temp
3. At the cmd prompt Cd to the temp dir where the files are (C:\temp> )
4. Now just type: ppm install <package_name.ppd>
so for if the package is called Tk : ppm install Tk.ppd
That is it
