it would be true if you were very good in any language, not just
perl. but top level programmers are hard to find. knowing stuff like for
modifier and comma ops aren't what i call top level techniques. they are
just basic syntax and can be learned from reading the docs. deep
programming skills are much more in the analysis and understanding of
problems than just syntax things.
