Yes. Wx, Gtk, Qt, and X11::Toolkit, all available on CPAN. There may very
well be others, but those are the ones I found on search.cpan.org in either
the 'User Interfaces' section, or by searching for 'window'.

Old-fashioned? Tk is fairly modern, and still being actively maintained.

No. Gtk has bindings for many different languages. I suspect Qt is the
