As far as syntax is concerned I thinks that has merit, but Perl has a
number of idioms that you just have to learn. Once learnt, you will be
able to write better programs and maintain others' programs. (Not that
this is necessarily one of those idioms.)
I think that Perl gives a programmer the flexibility to think about
problems in different ways to many other languages. For many it's a
really good fit. Some people never quite get it. If you do get it, you
can find that Perl stays out of your way and allows you to concentrate
on solving problems. Coding is then just a relatively trivial, but
still enjoyable part of the puzzle. But I digress ....
