Ultimately it will run on a server. I want to create intra-day charts
similar to these (they update every 2 or 3 minutes when markets are open) to
be displayed on a web site.

Perhaps because there's no CGI involved.
CGI answers forms, runs on the server.
LWP retrieves pages, runs on the client.
