regarding pragmas

hi
i am very new to perl. now iam in the process of learning modules.
I am not able to use the following in my program:
use strict;
use warnings;
use dumper; etc
these r the only things i have tried to use.
can any one eloborate on it in detail. it wil be really helpful for me to 
continue learning perl
