As said, naming variables with other variables is *very* shifty.
So, use a hash. The keys are the names you WOULD have used for variables.
($variable) = getNextRule();
$data{$variable} = [ ... ]; # create an anonymous array
Now, instead of looking at @$variable, look at @{ $data{$variable} }.
