Assuming that you meant a web browser's address bar
running on a client you don't control, no. And that's
not even considering that there are clients without
address bars ;-)

But why would you want to do that, anyways? Chances
are that what you want to do can be done differently,
i.e. by looking at request variables and stuff on
the server side.

It sure would help if you described what you wanted
to achieve.
