LWP::UserAgent
and build a small 'browser' to 'fetch web pages' since that may help understand the 'advantages' and disadvantages of page fetching...
I fixed the immediate multi-lingual problem with a mix of vanilla HTML and SSI. I have enough "challenges" with the perl as it is, no point inventing more!
