I'll assume you're talking about that last one.

I'd say to give Stas and Eric a chance. Admittedly, there
doesn't appear that much tutorial type information, but no
doubt it will be sufficiently educational. Of course, noone
seems sure of when 2.0 will be declared 'ready', so learning
1.3 from the current edition of Lincoln and Doug's book
wouldn't necessarily be a bad thing.

Although I have somewhat of a lack of knowledge regarding
Apache 2, I do suspect an edition of the eagle book covering
mod_perl and Apache 2 would be a _complete_ rewrite.
