Are you just looking for a test platform or do you really want to be able to host? Setting up your local system to mimic a hosting provider would be very easy to do with Cygwin, or the piece meal approach of something like ActivePerl and Apache for windows, assuming you are on windows? Do you have highspeed internet access? You could always host from "home" whereever "home" may be, though doing this over dial-up ain't nearly as much fun :-). If you are, you should check out:
