If that message appears in the web page, this means that SSI is permitted.
Make sure you put something like:
<!--#exec cgi="/cgi-bin/count.pl" -->

So leave a space after the last " before the -->

Try this and let us if it works.

Is your web server (I'm assuming Apache) set up to process SSI (Server
Side Includes)? It doesn't look like it...
