I ran into this problem on a script I was working on this week too... The no cache meta tag isn't supported by IE 4 or 5, I'm not sure about 6... something about the way the file is buffered, IE automatically caches it.
There are work arounds to use the no cache method with explorer, but I haven't experimented with them. Check: http://htmlgoodies.earthweb.com/beyond/nocache.html for more info. For my script, we ended up using the HTTP header cache-control to specify that the page expires immediately... It works like a charm.
