Run a CGI Script on OS X w/o...

I have a mac w/ OS 9, and would like to know if I upgrade to OS X (UNIX BASE) would I 
be able to run CGI scripts natively w/o having to connect to the internet, but use the 
WEB SERVER on the hard disk instead? I heard that the only way to connect to the 
internet w/ OSX is through Ethernet, no dial-up support yet.

I hope I explained that correctly.
