Crypt-SSLeay-0.22

I'm trying to compile Crypt-SSLeay-0.22, and I get the following error,
midway through the process:
crypt_ssleay_version.h:1:17: ssl.h: No such file or directory.
crypt_ssleay_version.h:2:20: crypto.h: No such file or directory.
How can I fix this?
