Get rid of the $ in front of filesize. Should just be

if ( $cgi->param('filesize')>=$CGI::POST_MAX)

Also, to be safe, you might want to check that $CGI::POST_MAX is
non-negative before doing this test. (A negative $CGI::POST_MAX means
there is no limit to the size of an uploaded file.)
