Your just tripping over the "tether" option, which is enabled by
default in our images..

connmanctl> tether wifi disable
connmanctl> enable wifi
connmanctl> scan wifi
connmanctl> services
connmanctl> agent on
connmanctl> connect wifi_*_managed_psk
connmanctl> quit
