I think there is a conflict you can see in the dts files for 
"exclusive-use", P9.26.
Not sure, but I think this will cause the IO error message.
The dts files are in /opt/source/bb.org-overlays/src/arm.

cape-universaln:
        "P9.26",

BB-UART1:
exclusive-use =
"P9.24", // uart1_txd
"P9.26", // uart1_rxd
