that sounds like a bad barcode reader. However, HP will probably insist you buy their overpriced labels before they agree that reader is broken...

What I can tell you about LTO labels is:
* paper and printing must be non-glossy
* good contrast is important (glossy shining black bars are a no-go)
* if you fail with different labels on different label-materials, try another printer * the label must end in L1, L2, L3, L4, L5, L6, L7, L8, L9, LT, LU, LV, LW, LX, LY, M8, or LZ
* barcode bars must be at least 11mm high
* the "quiet zone" left and right of the barcode should be empty and larger is better * when you generated a PDF make sure it matches your page-size (DIN/ISO vs. US formats) and you print without any scaling
* try to avoid paper labels, go with polyester or sth. like that
