As previously said, I've tried to reproduce your errors from debian 11 
getting bareos upgraded from 19 to 24 without any special glitches 
(configuration to adapt as referenced) but nothing else and everything was 
working.

When we count the number of troubles you seems to have, on that system, it 
look severely broken, maybe time to re-install from scratch ?
After all Debian 11 is dying and will not last very long ( its regular 
support phase concluded on August 14, 2024)
