Very strange bahaviour. Is it correct ? I think to rewrite bareos-dir.service to allow automatic restart in this case.

systemd is reporting it as "active (running)", so I don't understand why you think the director dies?
Also, the director is already set up to restart automatically.

The openssl error messages for a wrong PSK is not very helpful, but that's a different story.
