account_statement_base_import: CSV separator is hard coded to ';'

Bug description:
in the CSV parser, the column separator is hardcoded to ';'.
The csv sniffer should be used to detect the separator (and probably
tabs are a better separator than ';' which is mainly used in french
speaking countries
