Without knowing the nature of workload and arch it would be a tough bet to suggest django or not. nltk is just a lib which you can invoke from anywhere. In fact, js has some good nlp utils.
Simple thumb rule you can follow is : If you are not highly cohesive to the DB, then you are better off using other light-weight frameworks.
