I've played around with Twisted enough to not recommend it to someone unless they know what they are doing. The learning curve is pretty steep, and it's hard to wrap your head around the callback paradigm. It's super powerful once you get past growing pains, which as I mentioned is super significant.
Tornado on the other hand is very minimalist and reminds you of webpy if you've worked with it. I've not worked with django so I can't comment on how django hooks into each of these.
