I guess you should be able to use pyinstaller http://pyinstaller.python-hosting.com/. "Support for building COM servers (Windows only). " IMO the size of the distribution exe/dll would be significantly larger as the resultant exe/dll is a kind of achieve. May be you should take a second look at IronPython+Silverlight and check if that suits your requirement.
