When you say "xen-server" do you mean Dom0? If yes - then it really
depends on what you use for disks for your DomUs (VMs).
I installed bacula-fd into each individual DomU (VM), instead of
figuring out how to back up disk images for VMs (whatever they might
be: over the years we've migrated from cow disks o LVs to dedicated
RBD images within Ceph cluster. Imagine if I had to redo the bacula
configuration every time this happened?)

I am part of a project where 2 companies are merged, the other admin has
that Xen-Server and uses Acronis in his VMs to dump stuff ...
A backup-client on the Xen-host would be a "complementary mechanism" ;-)
