The documentation says
"There can be any number of Include resources within the FileSet," and
of course zero is also in that set :-)
Fun fact: in some older documentation, it was stated that one or more
Include{} Sub-resources were required, but I guess the documentation was
updated to describe the reality and not vice versa.
