RH is a bit conservative, especially when it comes
to server software that is not that widely used. In this case it was a
good decision
since the latest Bacula breaks the backups if you use accurate mode with pino5
settings.
Anyway you can use copr repositories for the latest version:
copr.fedorainfracloud.org/coprs/slaanesh/Bacula/
