I believe Git Lab is now the CBacula current developer platform: https://gitlab.bacula.org/bacula-community-edition/bacula-community So it is just a matter of creating a specialized team. Personally I prefer WhatsApp  or Telegram groups for faster communication. Emails are for old people, and I just turned 40. =P One key aspect for me is the lack of documentation on Windows packages cross-compiling, which is (unfortunately) the most common BAT use case.
