It depends solely on your requirements in this area. Bacula comes with an
already available "backup itself" mechanism in the form of scripts/
make_catalog_backup.pl script and BackupCatalog job.
This is a recommended way of proper Bacula backup.

The backup of VM at virtualization level is the "crash recovery" backup
state which is not fully reliable as a database backup. Which means you
have a chance to not be able to recover your database after VM restore.
