This is not accurate. The Bacula Copy job is able to read from one tape and 
write to another one, inline.
LTO tape is relatively cheap and usually have a 30 year life expectancy. I 
would keep the LTO4 environment and media read-only, and start a new LTO8 
backup life.
But of course, there are always someone to create cumbersome business 
requirements or policies.
