Yes, it is true. In the details Director will execute a backup job, but it
will fail because of network connection problem.

Bacula is a network backup application which requires network to make
network backup. So if your WAN/Internet/VPN connection between Director and
remote locations is unstable and could be down you should install Director
on remote location and manage all backup jobs "locally".
