Here are two possible solutions:

* Make the tunnel at startup (e.g. in the script that starts bacula-dir).

* Use something like inetd to make an ssh connection on-demand (e.g. like
  https://capocasa.net/on-demand-ssh-port-forwarding-with-inetd).
