That is very strange if restarting bacula-dir doesn't show the new file.
Moreover, bconsole's query command opens the file every time you invoke it, so
there is nothing that you need to do to reload it.

Maybe you had a syntax error in the file?  E.g. there was no description line
beginning with a colon.

Did you edit the file on the same machine as the bacula-dir?  If not, maybe
there is some network filesystem caching problem that makes the changes
invisible?
