Several months ago, I got copy jobs set up and working.  Sizes, counts,
and retention settings were all identical to the corresponding primary
pools when I started.  After a while, I began seeing copy jobs waiting
for appendable volumes.  I began manually marking the oldest volume per
pool for recycling, then I increased the maximum volume counts.  Still I
have copy jobs reporting no available volumes.  This involves some
systems but not others, even with systems that are effectively clones of
each other.

Today I discovered that volumes in the problematic copy pools are being
marked as Used before they have reached the Maximum Volume Jobs
setting.  Some volumes contain only one or two jobs, where I have the
maximum set to six.

I am running Bacula 7.4.4 on Debian 9.  Any explanations or suggestions
would be appreciated.
