Trying to debug Bacula itself won't help you here, because the error lies outside of Bacula, namely in the permissions for /, /etc /etc/bacula and /etc/bacula/bacula-sd.conf. Unfortunately you haven't told us what the actual permissions look like on your system so any help the list may provide is just guesswork. Grüße, Sven.
