All I can offer is that my centos 7 build of bacula 7.0.5 does not have
libbaccats-stub, the way it does it is
# alternatives --set libbaccats.so /usr/lib64/libbaccats-postgresql.so

Can't tell you if "stub" is a SUSE thing or a 7.4 thing. :(
