Hi Rick
A long time ago I had a similar issue!

Just create "/var/log/bacula.log" and set permissions as Clark said and
check in messages resource if is logging in this address!
Try bacula stop and run  "ps -aux | grep bacula" to check if there isn't
any other instance of some daemon.
Then bacula start.
