Yes - there is no ready solution for this. 
Open source alternatives to Enterprise bweb may have LDAP / AD integration 
(even in Apache level) but they are not a single fully featured solution. 
The clients distribution could be done using login scripts and I think Windows 
client is silent install capable. Some scripting would be required to configure 
each client; generating and distributing the encryption keys for each machine; 
attaching the clients to its Director. 
It could be done but not without deep Bacula, bat / shell scripting skills and 
a considerable effort.
