Hello Neil, If you do not have any jobs/volumes/files from the old Catalog to keep in this new one installation (I´m supposing you lost all your backup data), you can start with an empty Catalog database an your old conf files. All the clients, jobs/filsets, schedules, etc., information are on your configuration files and will be used in your new installation.
