Your volume retention on the volumes above is 2,592,000 seconds which translates to 30 days ( I believe ) so bacula is working as it should.
Now to fix your problem. Remember that the .conf file defines how to make new volumes and does not define what happens to current volumes. So if you make changes you must tell bacula to apply your changes to the volumes your already have. bconsole reload update pool from resource update all volumes in pool should fix this.
