In the properties tab for the bacula client service on windows 7 x64 it shows me that it is using the one from C:\Program Files\Bacula "C:\Program Files\Bacula\bacula-fd.exe" /service -c "C:\Program Files\Bacula\bacula-fd.conf" Although I may have set that myself at some point.
