The 'problem' is bacula. Bacula uses every storage type the same way. As long as you only have 1 drive for that storage, only 1 job will run the same time. The 2 common solutions to this are - use a virtual changer (vchanger) and just have more drives, I failed to set that up myself in the context of virtual full backups - use 1 pool per client, if you want to in the same directory and a common 'Recycle Pool'. It works great that way for me.
