Yes you are right.
The Apache Log /var/log/httpd/error_log shows the following message:
[Fri May 27 08:40:18 2011] [error] [client 192.168.100.136] PHP Fatal
error: Smarty error: unable to write to $compile_dir
'/var/www/html/bacula-web/templates_c'. Be sure $compile_dir is writable
by the web server user. in
/var/www/html/bacula-web/external_packages/smarty/libs/Smarty.class.php
on line 1093
After a chmod u+w /var/www/html/bacula-web/templates_c and a service
httpd restart I got the
Web Server output.

Which version of bacula-web are you using ?
Did you installed all required php extensions ?
Does apache user have enough permissions on the templates_c folder ???
Maybe check your Apache log file for any error. It will help you ...
