There should be a decent "INSTALL" document in the bweb folder of the bacula-gui package <https://sourceforge.net/projects/bacula/files/bacula/5.0.3/bacula-gui-5.0.3.tar.gz/download>. I'll agree it's not the best documentation around but it should get you all the way to get a working bweb up and running. (and maybe some of the other webtools too)
