My opinion:

If you don't have _at least_ 2 full backups on disk or tape for a 
fileset at any given instant you aren't doing it properly 
(Grandfather-Father-Son cycles)

One fileset might fail. 2 faulty filesets is less likely.

Extra disks/tape are a lot cheaper than the wasted time and stress if 
things go wrong when restoring, no matter how little you might be paid.
