Hi,
This could be for many reasons:
* A software accessing the file for indexing or storing info about it change
the time of the file, then Bacula archive it for next Incremental.
* An error in windows clock make the photo will be in the future, then
bacula archive it for the next Incremental.
* Any modification in the metadata of the JPG would include it for next
Incremental.
If you have not enough help from the user or physical access to the machine
you can't determine if the Bacula behavior was wrong or maybe the user is
not telling you all the truth.
