I have installed a bacula-fd v3.0.3 on Windows 7 Professional and run some backups against it successfully. I wouldn't call it rigorous testing, but it seemed to work fine. The bacula-console was a little confusing in that (as far as I recall) it wouldn't run from the start menu. I think it had to run as local admin from the command line user "runas", but perhaps that's expected.
