I suspect bacula-dir cannot connect to the database. Confirm this by
keeping bacula-dir in the foreground with debug on.
bacula-dir -f -d 99 -u bacula -g bacula -v -c \
/usr/local/etc/bacula-dir.conf
The above values are mostly from bacula_dir_flags in
/usr/local/etc/rc.d/bacula-dir
