I do not think this is the case at least with my setup. I mean I can
run update slots with tapes in both of my drives in a 2 drive changer.

I believe bacula will auto label the new tapes to match the barcodes
when it needs a new tape.

If you want bacula to lablel them now use the label barcodes command.
You need not specify slots bacula will only grab the tapes that are
not labeled.
